Description

 

Purpose of Job

  • Using broad objectives and guidelines and under limited supervision, this position is responsible for managing the Water Treatment Plant operations, staff and activities in the absence of the Water Treatment Plant Superintendent.
  • This position reports to the Water Treatment Plant Superintendent.

Essential Job Functions:

  • Responsibilities include but are not limited to:

 

  • Familiarity with membrane technology, laboratory sampling to include jar testing and other operational testing, chemical dosing, pump operation, SCADA operation, and shift communications.

 

  • Ensuring proper and accurate facility operation and quality water production required to meet the Safe Drinking Water Act, local, State and Federal rules and regulations.

 

  • Assists the Superintendent and Department with the water treatment plant budgeting process, asset management, and maintenance of the facility.

 

  • Assists the Superintendent with compiling data to complete daily and monthly operation reports (MOR).

 

  • Verifies all compliance reports are submitted to appropriate Departments, agencies and/or regulators in an accurate and timely manner.

 

  • Ensuring that all staff job functions, daily reports are performed properly, accurately and documented in a timely manner.

 

  • Supervises, directs and evaluates staff, handling employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals as assigned.

 

  • Creating, maintaining, revising, or otherwise providing accurate, correct and up to date standard operation procedures (SOP) and QA/QC documents for all operations and processes.

 

  • Oversees and ensures that all working conditions are safe.

 

  • Ensuring employees follow safety guidelines and that all chemicals, PPE equipment and tools are utilized in a safe, efficient and effective manner.

 

  • Oversees and confirms routine and scheduled maintenance of all plant equipment and processes have been performed and properly documented to ensure continued effective operation.

 

  • Compiles records, observes conditions, and performs calculations ensuring the operation is performing as designed.

 

  • Assists in the collection, testing of water samples and the proper and accurate recording of said data.

Performs other job duties as assigned, including:

  • Handles customer complaints, concerns
  • Cleans, calibrates and maintains lab equipment
  • Fills in for operators who are absent
  • Perform related duties and responsibilities assisting other employees in the department as required.

  • Operates all process equipment used at water treatment plant as well as computers and other office equipment.

Is knowledgeable of water treatment plant operation practices as necessary in the completion of daily responsibilities. Can develop and implement short and long-term goals for the Department as necessary under the direction of the Superintendent in the promotion of effectiveness and efficiency. Can effectively communicate and interact with subordinates, supervisors, the general public, and all other groups involved in the activities of the Department. Can use independent judgment and discretion in supervising subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Has comprehensive knowledge of the terminology, principles, and methods utilized within the Department. Has the mathematical ability to handle required calculations using percentages and decimals. Is knowledgeable and proficient with computers. Can read, understand and interpret financial reports and related materials.

  • Cooperation: Accepts supervisory instruction and direction and strives to meet the goals and objectives of same. Questions such instruction and direction when clarification of results or consequences are justified, i.e., poor communications, variance with City / Department policy or procedures, etc. Offers suggestions and recommendations to encourage and improve cooperation between staff persons and Departments within the City.

 

  • Relationships with Others: Shares knowledge with managers, Superintendent and Operators for mutual and departmental benefit. Contributes to maintaining high morale among all department employees. Develops and maintains cooperative and courteous relationships with department employees, staffers and managers in other departments, representatives from organizations, and the public to maintain good will toward the Department and to project a good image. Tactfully and effectively handles requests, suggestions and complaints from other persons to maintain good will within the Department.  Emphasizes the importance of maintaining a positive image to staff.  Interacts effectively with Superintendent, Director, City Administrator, department heads, staff, elected officials, regulatory officials and the general public.

 

  • Coordination of Work: Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology.  Avoids duplication of effort. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activity in accordance with priorities and estimated schedules.

 

  • Safety and Housekeeping: Adheres to all safety and housekeeping standards established by the City, department and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace.

 

  • Planning: Plans, directs and uses information effectively to enhance activities and production of the water treatment plant. Knows and understands the expectations of the City regarding the activities of the water treatment plant and its operations to see that these expectations are met. Designs and formulates ways, means, and timing to achieve the goals and objectives of the department and the City. Within constraints of City policy; formulates appropriate strategy and tactics for achieving plant and departmental objectives. Effectively and efficiently organizes, arranges and allocates manpower, financial and other designated resources to achieve the goals and objectives of the water treatment plant, the department and the City.

  • Staffing: Works with the water treatment plant Superintendent where appropriate, to select and recommend employment of personnel for the department who are qualified both technically and philosophically to meet the needs of the department and the City.  Personally, directs the development and training of plant personnel ensuring they are properly inducted, oriented and trained.

  • Policy Formulation: Keeps abreast of changes in operating philosophies and policies of the City and continually reviews department policies to ensure that any changes in City philosophy or policies are appropriately incorporated. Also, understands the relationship between the operating policies, practices, department morale and performance. Works to see that established policies enhance same.

Minimum Requirements

 

Qualifications

Education and Experience:

 

  • Bachelor's degree in chemistry, biology (or related) with three to five years’ experience operating a water treatment plant equivalent to a Tennessee Grade IV facility; or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities for this position.

 

Required Certifications/Licenses: 

                    

  • Must possess a Tennessee Water Treatment Operator’s Grade IV License.
