I. Purpose of Job

Under limited supervision, is responsible for the planning, organizing and directing of all department activities. Instructions are general, and Director must routinely use independent judgment when performing tasks. Responsible for new construction inspection team, traffic maintenance activities and administrative activities. Meets with developers and contractors on projects related to street, road and sidewalk construction. Prepares and manages departmental budget.

II. Essential Job Duties

A. Performs supervisory duties

  • Supervises, directs, and evaluates staff, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance evaluations.
  • Makes decisions regarding personnel actions such as promotion and hiring.

B. Manages street maintenance and construction

  • Ensures that streets remain clean of litter and trash, streets are de-iced as necessary, that all rights-of-way are cleared and maintained, that all street signs are posted correctly, and that all road striping is clear.
  • Ensures drainage and curbs on all newly built and existing streets and roads are adequately inspected; orders repair to drainage system if necessary.
  • Meets regularly with various engineers, developers, contractors, and property owners regarding new road construction, repairs to existing facilities, etc.
  • Meets with Tennessee Department of Transportation to coordinate various state highway and bridge construction projects in the City of Franklin, to request or inform the need for repairs on state-maintained highways, to obtain permits tying City streets to state highways.

C. Administrative

  • Approves all purchases of equipment, vehicles, materials, and supplies utilized by department; writes specifications for major equipment and material purchase after investigating and researching same, writes bids, negotiates prices with vendors.
  • Prepares, signs, and issues various permits (e.g., street cut, grading, plats, and land­ use plans) as required.
  • Reviews a variety of records and reports in performance of duties including vehicle reports, purchase invoices, staff attendance records, compaction reports, architectural, and schematic drawings.

D.  Street Department Leadership

  • Hires, directs and coaches staff for optimal team performance. Creates a positive team culture that reflects the City’s values.
  • Prepares, administers and presents the departmental budget, forecasting funding for staff, equipment, materials, and supplies; submits budget recommendations and justifications; monitors expenditures against approved budget.
  • Ensures that the City is following appropriate regulations and verifies submission of required reports.
  • Oversees development of departmental policies and procedures.
  • Contributes to the long-range planning of the city and participates in various task forces and committees.

Ill. Other Job Duties

Performs other job duties as assigned, including:

  • Oversees roadway maintenance improvement plan, contracts, called bonds and emergency repairs for streets, stormwater, traffic signals and street signage.

Job Content Knowledge:

Has extensive knowledge of the duties and responsibilities of the position of Street Director. Has thorough knowledge of the Street Department and the functions of same. Has considerable knowledge of the principles of supervision necessary for the performance of duties. Has thorough knowledge of the responsibilities of individuals directly supervised to ensure safe and efficient operations and completion of assignments. Has extensive knowledge in operating heavy and light equipment. Uses independent judgment and discretion in supervising subordinates, determining and deciding upon procedures to be implemented, maintaining standards, and resolving problems. Can inspect the work of subordinates to ensure safe and proper completion of projects. Knows how to determine and ensure safety of project sites. Is knowledgeable of the language and terminology used within the department. Will take responsibility for the completion of duties and responsibilities of subordinates and to ensure assignments are completed in a timely manner. Is skilled in operating all pieces of heavy and light equipment used in and by the department.

Language Skills:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified. Some reliance on precedent. Ability to interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form.

The work environment is moderately noisy (examples: business office with computers and printers, light traffic).

 

Minimum Requirements

 

VIII. Qualifications

Education and Experience: Minimum requirements include a bachelor’s degree in engineering, business administration, public administration, or a related field and 7-10 years of progressively responsible experience in street maintenance activities/public works operations, or a related field with at least 5 years of experience in a supervisory role. Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the assigned duties and responsibilities will be considered.
