This position is full-time, nonexempt, classified and covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.

Hours are 1:00 pm - 9:00 pm; Monday - Friday; 40 hours/week; overtime as required

Under the direction of the Social Services Coordinator, the Youth Care Specialist/Caseworker performs day-to day supervision of neglected, abused and troubled youth in an emergency shelter care facility. The Youth Care Specialist/Caseworker will complete required assessments, complete admissions, be cross-trained in front office duties and assist with transportation and family visitation.


  • Responsible for completing Child and Adolescent Needs and Strengths (CANS) assessments, Evaluate Outcomes Now (EON), and other diagnostic tools.
  • Responsible for counseling and supervising youth in an emergency shelter care facility, putting a high priority on safety and security.
  • Maintains confidentiality with resident files and information. Documents behaviors on various forms and incident reports. Must be detail-oriented and skilled at report-writing.
  • Maintains all Performance Quality Improvement (PQI) and Environment of Care (EOC) documentation per state requirements.
  • Completes admissions (including computer entry) and intake process. Conducts pat-down searches, completes health evaluation/behavioral health assessments and identifies special needs. Orients youth to the program by explaining rules and expectations, group living guidelines, grooming, housekeeping, school and daily activities.
  • Communicates with parents/guardians, Department of Children’s Services (DCS), juvenile probation, therapists, service providers, etc.
  • Performs room searches and looks for any maintenance and safety issues in the buildings that need addressed to maintain a clean and safe environment.
  • Transports youth to and from appointments.
  • Responds to emergencies within the shelter care facility including, but not limited to conflicts between residents where physical restraint may be required, runaways, suicidal youth, dangerous weather, and medical issues.
  • Performs all other duties as assigned, including overtime as required.

Minimum Requirements and Working Conditions



  • Bachelor’s Degree in Social Services, Human Services or related field
  • Master’s Degree in Human Services, Social Work or related field preferred
  • At least one year experience working in social services, psychology, or mental health field
  • Valid certification in Therapeutic Crisis Intervention
  • Valid certification in CPR and First Aid
  • Valid Driver’s License to operate a County vehicle for transporting children to court and various appointments
  • Valid CANS Super User certification within 90 days of employment
  • Ability to maintain strict confidentiality
  • Strong computer skills with experience in Microsoft Office, Access, Quest, as well as CANS and EON applications
  • Critical thinking skills and sound judgment
  • Trained in Therapeutic Crisis Intervention (TCI) and able to use it effectively, specifically when assisting Youth Care Workers (YCW) in dealing with at-risk and challenging youth


The Youth Care Specialist/Caseworker works in an emergency shelter care facility supervising neglected, abused and potentially troubled youth requiring the ability to be able to physically restrain residents, stand and walk frequently with some sitting, lifting up to sixty pounds, bending, pushing and/or pulling loads and reaching over head required.  The Youth Care Specialist/Caseworker must be able to very frequently type including transcription, proofreading and attention to detail, monitoring of equipment and detailed inspection is required.
