Healthcare Residential Manager

The Residential Rehabilitation Manager directs and coordinates activities of personnel in the Residential Rehabilitation Program to carry out its objectives in the provision of rehabilitative care. Work is full time during weekdays with some evenings and weekends. On-call work is required. Work is performed at the residential site with some work at the clinic and/or in the community. Is on the premises the number of hours necessary to manage and administer the facility in compliance with applicable law and regulation. The residential sites may include apartment complexes with one or two stories, townhouses with one or two stories, and/or homes in the community.
A high degree of accuracy in documentation and observation, adaptability to a variety of situations, strong organizational and communication skills, decision making and an ability to evaluate situations as they occur is needed for this position.
1. Directs and coordinates all Residential operation and Residential programming. If residential site has two stories, requires repeated stair climbing to reach second story apartments accessible only by one flight of stairs.
a. Supervises residential staff.
b. Performs pre-employment interviews, hires new staff.
c. Coordinates staff meetings to orient new employees, inform staff of changes in policies and procedures and work on resolution of conflicts concerning such items as utilization of CNS facilities and programming and staffing.
d. Reviews Neuro Rehabilitation Specialist (NRS) performance evaluations and conducts performance evaluations for designated employees in a timely manner. Requires effective communication skills and decision making capability to manage staff.
e. Organizes the functions of the program through appropriate delegation of duties. Establishes formal means of accountability from those to who he/she has assigned duties. Ensures staff are fulfilling their job duties competently and efficiently.
f. Responsible for all employee discipline issues within the Residential program. Manages by walking around.
g. Reviews all injury/incident reports.
2. Prepares schedule indicating days employees are scheduled to report to work for a designated shift with patient assignments. Requires organizational skills as well as numerical and visual acuity to coordinate personnel with staffing needs.
3. Coordinates patient assignments for those employees scheduled to work according to patient program needs and employees' abilities and training. Requires visual ability to read scheduling requests and memos regarding patient assignments.
4. Adjusts schedules to meet needed changes caused by a leave of absence, military duty, patient hospitalization, patient medical appointment, patient home visit, patient transportation for admission and/or discharge. Requires visual acuity and ability to read memos and requests for time off.
5. Directs personnel administration and assures that policies and procedures are upheld in a fair and consistent manner. Maintains residential policies and procedures and recommends policy changes when needed. Requires ability to effectively communicate content and interpretation of policies to employees, patients, and patients’ families.
6. Prepares weekly staffing requirement reports.
7. When patients have needs identified in the needs and services plan which cannot be met by the facility but can be met by community programs, the RRM arranges for the patients to attend available community programs. Such arrangements shall include, but not be limited to, arranging for transportation.
8. Assures that communication between the clinic and residential setting is upheld in a manner to promote quality operations that work for the good of the patients.
9. Reviews and remains current on all patient programs. Requires ability to read, understand and apply patient programs.
10. Organizes staff training in-services regarding patient care issues.
11. Coordinates patient admissions and discharges including NRS scheduling concerns. Organizational ability needed to plan and control required activities and personnel. Requires use of telephone, memo writing, and in-person meetings.
12. Conducts tours of facility for outside sources including potential patients, families, and insurance representatives. Requires stair climbing if a two-story site and excellent verbal communication in order to appropriately describe the residential program.
13. Maintains awareness of Residential departmental operation and objectives and need for addition, adaption or elimination of any techniques which would result in more effective service to patients.
14. Arranges for special provisions for the care, supervision, safety and guidance of patients with disabilities including visual or auditory deficiencies.
a. Such provisions may include additional staff, safety and emergency information printed in braille, and lights to alert the deaf to emergency sounds.
15. Inspects apartments/homes and reports any required repairs and cleaning to the Maintenance Department. Requests furnishing and apartment/home inventory purchases.
16. Assures that licensing requirements are met. Ability to read and comprehend regulations and ability to communicate are required.
17. Maintains Administrator certification as required by licensing regulations. Maintains cleared Texas Driver’s License, fingerprint clearance and criminal records statement, current TB test, CPR and First Aid certifications.
18. Develops positive climate of cooperation, customer service and professionalism.
19. Provides for the safety of patients, visitors, staff and self when interacting with patients who may have behavioral outbursts, which can include yelling, exiting, hitting, kicking, biting, spitting, scratching, and throwing objects.
a. Must be able to recognize patient escalation, via verbal, physical and visual cues.
b. Must be able to attempt to verbally and physically de-escalate patient using behavior management techniques according to each patient's program, which may include Professional Assault Crisis Training (Pro-ACT) such as evasive self-defense (ability to get out of the way) and controlling self-defense (restraints). Prone containment and like techniques are not part of a patient’s behavior program, but are only considered as a last resort emergency physical control technique designed to prevent injury to bystanders, the assaultive patient, other patients and staff.
c. Physical interventions can include calling for help, lifting, standing, walking, running, stooping, bending, kneeling, squatting, carrying, pulling, pushing and assisting with the prone containment of patients weighing up to 200 pounds or more.
20. Performs toilet and chair transfers without assistance for patients up to 150 pounds utilizing approved transfer techniques. Transfer techniques include standing, walking, stooping, bending, kneeling, squatting, pivoting, lifting, carrying, pushing and pulling. Patients requiring moderate to maximum assistance and weighing over 150 pounds are lifted and/or transferred by two persons.
21. Maintains professional and ethical relationships with staff, patients, patient families, and other visitors.
22. Attends staff meetings, in-services, and all scheduled shifts.

PREFERRED DUTIES AND REQUIREMENTS
1. Directs residential management team meetings (RMT) and monthly in services.
2. Attends RMT and other administrative meetings.
3. Transports patients as needed in own or company vehicle requiring transfer and driving abilities.
4. Performs other duties as assigned.
SPECIAL SKILLS UTILIZED, EDUCATION LEVEL, TRAINING
1. In TX, must obtain and keep current Assisted Living Manager (ALM) certificate issued by State of Texas.
2. Bachelor's degree in a related field preferred, but may substitute experience. Must have at least a high school diploma or pass a general educational development test (GED).
3. Working knowledge of rehabilitative care is preferred. 1 year of work experience in residential care is required.
4. The RRM shall have the following qualifications:
a. Must be at least 21 years of age.
b. Knowledge of the requirements for providing the type of care and supervision needed by patients, including ability to communicate with such patients.
c. Knowledge of and ability to comply with applicable law and regulation.
d. Ability to maintain or supervise the maintenance of financial and other records.
e. Ability to direct the work of others, when applicable.
f. Ability to establish the facility’s policy, program and budget.
g. Ability to recruit, employ, train, and evaluate qualified staff, and to terminate employment of staff, if applicable to the facility.
5. Experience in which potential administrative and supervisory competence has been demonstrated is required.
6 Must maintain CPR, First Aid, Behavior Tools and Pro-ACT Certifications.
7. CBIS preferred.
