Purpose of Job

Performs customer service, billing and collections activities associated with customer utility accounts, property and business taxes, and various permits and licenses.

Essential Job Duties 


A.  Customer service  

  • Performs customer service functions; provides assistance and information related to City services, procedures, forms, fees, or other issues; collects/processes payments for fees or services; responds to routine questions, complaints or requests for service; initiates problem resolution.
  • Sets up new customer utility accounts, processes permits and licenses, and completes orders for disconnection or connection of services. 
  • Prepares various forms, correspondence, reports, cash reports, billing statements, account notices, receipts, bank deposits, and other documents, manually or via a software package used by the Revenue Management department.


B.  Billings

  • Responsible for billing of all City utility services and transmitting billing files to billing processor. Prepares billing registers, reviews, edits and processes billing files.
  • Prepares various service orders regarding maintenance, adjustments and rereads for customer accounts.
  • Sends various correspondence to customers regarding high/low consumption; adjusts customer accounts according to City policy.
  • Loads and unloads radio meter readings to customer billing accounts. 


C.  Collections

  • Maintains customer accounts, processes payments into utility billing software, process credit card payments through electronic payment vendor software.
  • Performs a variety of bookkeeping and cashiering tasks, including balancing cash, set up cash register drawers, posting financial data, balancing accounts, preparing bank deposits, calculating adjustments and performing edits.

Minimum Requirements



Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a High School Diploma or GED, plus two years of accounts receivable related experience and/or training or equivalent combination of education and experience.
